The Multi-State Plan (MSP) Program, established under the Affordable Care Act, directs the Office of Personnel Management (OPM) to contract with private health insurers in each State to offer high-quality, affordable health insurance options called Multi-State Plans. MSP coverage is offered through the Health Insurance Marketplace, where financial assistance is available to those who qualify.
